Selecting the input file of a skipped job causes unhandled error when run

Symptoms: Upon a file reaching a job with an input file pointing to a skipped job this will occur:

In Postbag Workstation, file audit line:
Unhandled Error  - Failed to process workflow queue item 'xxxx' 

In the logs:

E    WFP032JE   Could not find an existing audit line for workflow queue item '167' and input file workflow line '9'
E    WFP030KE   Failed to create and initiate work unit for workflow queue item 167
E    WFP030LE   Failed to process workflow queue item with ID of '167', attempting to mark queue item as unhandled error.
E    WFP030ME   UNHANDLED ERROR: Failed to process workflow queue item 167.

Cause: The input file of a job is pointing to the input file of a skipped job.
Resolution: For a workaround change the input file so that it is not pointing at a skipped job.  Awaiting a proper fix.
