The first step is to obtain a Certificate. This is used to sign transmitted files and to decrypt received files. Certificates can be obtained from a Certificate Authority (eg www.comcertca.com).
A certificate contains a public key and a private key. The public key needs to be emailed to the HMRC. They will use this to encrypt the files which they send. The private key is then used to decrypt the files when received.

Additional points to note for HMRC connections:
ODEX Version 2.4 is required.
From the "Advanced" tab of the AS2 network definition in ODEX:
Ensure that the option "Encode in Base64" is not enabled
Ensure that the option "Include CRLF in MDN MIME header" is enabled.
Against the HTTP subsystem, ensure that the "use SSL" option is not checked and that you tell HMRC to connect without using SSL/TLS.
It you are confident that your certificate and every certificate in the chain has a key size of 2048 bytes of less, then SSL can be enabled.
