Inbound or outbound ISDN calls are erroneously rejected due to session restrictions

With no other ISDN sessions active, when receiving an inbound connection or trying to make an outbound connection via ISDN the call is rejected with the message

"Failed to allocate incoming session. Device restricted to no more than X concurrent sessions".

If the log is checked, it is possible that the following errors can be seen:

CMN2002E   Failed to get lock [DuCapiDevice::FindSessionByRef]
CMN2002E   Failed to get lock [DuCapiSession::ProcessCapiActivity]

This issue is caused by an internal problem causing EPIC to loose track of the state of ISDN connections.  This results in EPIC incorrectly thinking that there are ongoing ISDN connections.

The problem can be overcome by restarting the EPIC server.
